Protector of Emigrants (PoE) Offices — Full City List & Clearance Guide
Before thousands of workers from Telangana and AP fly to the Gulf every year, one government office decides whether they board the plane: the Protector of Emigrants (PoE). This page lists every PoE office city in India, explains who needs emigration clearance, and shows what happens to workers who skip it.
What the Protector of Emigrants Does
The PoE offices work under the Protector General of Emigrants, Ministry of External Affairs, under the Emigration Act, 1983. Their job: make sure workers travelling to certain countries for employment have verified contracts, registered employers and a licensed recruitment agency behind them — before departure, not after a problem lands.
Who Needs Emigration Clearance
Per the PoE (Riyadh) official FAQ (checked 2026-10-03): skilled and unskilled workers and notified professionals such as nurses, going for employment to the 18 notified countries — including Saudi Arabia, UAE, Qatar, Kuwait, Oman, Bahrain and Jordan — need emigration clearance from a PoE office if they hold an ECR passport. Nurses need clearance regardless of passport type. Workers without clearance are liable to be stopped at Indian immigration.
- Europe (Poland, Romania, Croatia, Serbia), Israel, Russia and Georgia are not on the ECR country list.

PoE Offices — Every City
These are the PoE office cities (MEA network, cross-checked against Indian embassy listings, 2026-10-03):
- New Delhi — ISIL Building, VK Krishna Menon Bhawan, 9 Bhagwandas Road, New Delhi-110001.
- Hyderabad — our home-region office for most Telangana/AP workers.
- Mumbai, Chennai, Kolkata, Kochi, Thiruvananthapuram, Bengaluru — south and west coverage.
- Chandigarh, Jaipur, Amritsar, Lucknow-region, Gorakhpur, Coimbatore, Ahmedabad, Raipur, Srinagar — north, west and central India.
- Street addresses for offices other than Delhi are being verified against the official MEA list and will be added — until then, confirm your office on emigrate.gov.in or by calling the MEA helpdesk before travelling.
How Clearance Actually Works (eMigrate)
1. Your employer and the job are registered on the eMigrate portal by your licensed agency.
2. Your ECR passport details are validated against the job.
3. Emigration clearance is granted electronically — the immigration counter at the airport sees it against your passport.
4. You fly. No agent, no queue at the office for the standard case — but the system behind it must exist, or you get stopped.
What Happens If You Skip It
Workers on ECR passports travelling for employment without clearance are stopped at immigration — tickets lost, contracts gone, and agents who promised "you just fly" unreachable. This is not a formality; it is the one government checkpoint standing between you and a fake departure.
Verify Before You Pay
- Check any agency’s licence on emigrate.gov.in — ours is RA5501045, verify it yourself.
- Insist on receipts, and never pay into personal accounts.
- If anyone tells you clearance is not needed for your route, make them show it in writing — or walk away.
