Anatomy of the Delhi Israel-Visa Scam: How 46 People Lost ₹1.7 Lakh Each

A real office. A commercial tower. Printed brochures. And 46 families who paid Rs 1.70 lakh each for Israel visas that did not exist. Delhi Police have arrested two men from a Netaji Subhash Place office on allegations of cheating dozens of people with fake Israel and Iraq job offers — and the case is worth studying, because the same playbook is running in some office near you right now.

The Case, as Reported

Per Delhi Police statements covered by The Hindu, PTI, Times of India and The Tribune (early October 2026): two men allegedly collected Rs 1.70 lakh per person for Israel visas and Rs 70,000 for Iraq visas, promising jobs abroad. At least 46 people were cheated. Police recovered 22 passports, mobile phones and ATM cards. The case surfaced when a complaint reached a Jan Sunwai (public hearing) — not because any agent volunteered a refund.

- These are allegations at the stage of police investigation; the accused are entitled to their day in court. The pattern, however, repeats across dozens of reported cases.

The Playbook, Step by Step

1. The bait — Israel pays genuinely high wages (our own Israel caregiver and construction pages show why demand is real). Scammers borrow that truth, inflate it (the circulating Rs 8,00,000/month messages), and attach a deadline.

2. The credibility props — a real office in a commercial complex, visiting cards, a printed 'process' chart. None of it requires a licence.

3. The urgency — 'Israel quota is closing this month.' Real recruitment has quotas and timelines; they never need to be bought in cash within 48 hours.

4. The collection — Rs 1.7 lakh per person, allegedly in cash and personal accounts, against receipts that bind no one.

5. The delay — 'visa is in process' for months, with photocopies as proof.

6. The discovery — always too late: either the airport stops the worker, or the employer listed on the 'offer letter' does not exist.

The 7-Point Check That Defeats This Anywhere

1. RA number on eMigrate — the agency's Registration Certificate must show up on emigrate.gov.in today. Ours is RA5501045; check us first, then check everyone else.

2. Employer named in writing — a real offer names the employer, role, salary and contract period.

3. Employer pays the visa — the employer sponsors the work visa; big upfront 'visa fees' invert the legal structure.

4. Receipt for every rupee — cash into personal accounts is how Rs 1.7 lakh disappears without a trace.

5. No clearance, no fly — ECR passport or nurse? Emigration clearance from a PoE office is mandatory for the 18 notified countries; read our PoE guide before booking anything.

6. Pressure is the tell — every legitimate decision survives a 48-hour pause and a second opinion.

7. If it fails any point — walk away, warn others, report to the police cyber cell or Madad portal.

Why We Are Showing You This

We are a licensed agency (RA5501045, Korutla, since 1992) and cases like this cost the whole industry trust — while costing families their savings. Verify us the same way: check our licence on eMigrate, demand written offers, keep receipts. A licensed agency survives scrutiny; that is the point of the licence.

Going abroad is a family's biggest financial decision. Make it with a licensed agency, a written contract and receipts — or not at all.
